You can set the pedal externally, but to set the Levers you need to split the tractor. That is, the PTO shaft keeps turning with the clutch pedal fully depressed. As you might guess, trying to engage the PTO by way of the PTO lever, after the tractor is started, can't be done. Hopefully this is nothing major. This issue may be caused by a loose or worn clutch linkage, a warped clutch disc, or an oil-contaminated clutch disc. To resolve the issue and reduce future occurrences of clutch chatter, it is recommended that one adjust or replace the clutch linkage, replace the clutch disc and pilot bearing as necessary.
